Sounds very nice and safe, but requires a fee
Phillipsburg Dog ParkI called the people who operate the park, and have been assured the Dog Park is very safe,but there is a $20 yearly fee for non-residents, and a $10 yearly fee for Phillipsburg residents. The fee is payable at the town hall.

Glasgow Regional ParkGlasgow Park is beautiful. Basically flat terrain with southern (loblolly) pine and willow oak trees. The entire park is pet-friendly. The dog park offers water fountains. Miles of walking trails.
